HB 218 - Relating to certification requirements for teachers in bilingual education.
Summary: A teacher assigned to a bilingual education program using one of the following program models must be appropriately certified for bilingual education by the board:
  (1) transitional bilingual/early exit program model; or
  (2) transitional bilingual/late exit program model.
A teacher assigned to a bilingual education program using a dual language immersion/one-way or two-way program model must be appropriately certified by the board for:
  (1) bilingual education for the component of the program provided in a language other than English; and
  (2) bilingual education or English as a second language for the component of the program provided in English.
Effective Immediately.

HB 1300 - Relating to the required qualifications of persons admitted to educator preparation programs.
Summary: With this bill, educator preparation programs may continue to admit, in extraordinary circumstances, a person who fails to satisfy the grade point average requirement provided that not more than 10% of the total number of persons admitted to the program in a year fail to satisfy the requirement. However, each person admitted under the 10% rule must perform at a satisfactory level on an appropriate subject matter examination for each subject in which the person seeks certification prior to admission.
Effective September 1, 2015.

HB 2014 - Relating to the authority of military personnel to obtain certification to teach career and technology education classes in public schools.
Summary: When seeking a Trades and Industry certificate, a person who is a current or former member of the United States armed services is considered to have satisfied the requirement of holding a license or other professional credential for a specific trade if the person has experience in that trade obtained through military service. The SBEC may not propose rules requiring a current or former member of the United States armed services who seeks a career and technology education certificate in a specific trade to hold a credential related to that trade or possess experience related to that trade other than the experience in that trade obtained through military service.

HB 2205 - Relating to educator preparation programs, including the appointment of a member of the State Board for Educator Certification with experience and knowledge of alternative educator preparation programs.
NOTE: The original bill changed significantly once it went to the Senate Higher Education Committee and was further amended on the Senate floor. The House did not concur with changes; therefore, the bill went to a Conference Committee for resolution of differences. Bill approved then approved by both Chambers and sent to Governor.
Summary:
SECTION 1: The SBEC will be composed of 15 members. The governor shall appoint two nonvoting members…one is a dean of a college of education and the other will be a person who has experience working for and knowledge of an alternative educator preparation program (EPP) and not affiliated with an institution of higher education.
SECTION 4:
• Admission to an EPP will require an overall GPA of at least 2.5 (instead of 2.75).
• The overall GPA of each incoming class admitted by an EPP, including an alternative EPP, may not be less than 3.00 or the equivalent or a higher overall GPA prescribed by the board. (excludes CTE)
SECTION 5:
• The SBEC shall propose rules to establish standards to govern the approval or renewal of approval of EPPs and certification fields authorized to be offered by an EPP. The SBEC shall require EPPs be reviewed for renewal of approval at least every 5 years.
SECTION 6:
• The SBEC shall propose rules necessary to establish standards to govern the continuing accountability of all EPPs based on disaggregated data with respect to results from a teacher satisfaction survey of new teachers performed at the end of the teacher’s first year of teaching.
• The SBEC shall make available the average ratio of field supervisors to candidates completing student teaching, clinical teaching or an internship in an EPP for each semester; and the percentage of teachers employed under a standard teaching certificate within one year of completing the program.
SECTION 9:
• The SBEC shall propose rules necessary to develop a set of risk factors to use in assessing the overall risk level of each EPP.
• The SBEC shall propose rules necessary to establish a process for a candidate for teacher certification to direct a complaint against an EPP to the agency, including a requirement to notify candidates of the complaint process.
SECTION 11:
• A person may not retake an examination more than 4 times, unless the board waives the limitation for good cause.
• A person who initially took an examination before September 1, 2015 may retake the examination up to 4 times after that date, regardless of the number of times that the person attempted it prior to that date.
SECTION 12:
• A school district board of trustees may issue a school district teaching permit to a person who will teach courses in career and technical education based on qualifications certified by the superintendent of the school district. (does not apply to non core academic CTE courses)
SECTION 13:
• The commissioner may issue a subpoena to compel the production of relevant evidence that is located in this state during an investigation by the commissioner of an educator for an alleged incident of misconduct.
Effective September 1, 2015.

SB 168 - Relating to temporary waiver of superintendent certification for employment of public school district superintendents.

Summary: The commissioner may waive the requirement for certification of a superintendent if requested by a school district. A person who is not certified as a superintendent may not be employed by a school district as the superintendent before the person has received a waiver of certification from the commissioner. The commissioner may limit the waiver of certification in any manner the commissioner determines is appropriate. A person may be designated to act as a temporary or interim superintendent for a school district, but the district may not employ the person under a contract as superintendent unless the person has been certified or a waiver has been granted.
Effective immediately.

SB 382 - Relating to public school educator continuing education credit for instruction on the use of an automated external defibrillator.
Summary: The board shall adopt rules allowing an educator to receive credit towards the educator's continuing education requirements for completion of an instructional course on the use of an automated external defibrillator that meets the guidelines for automated external defibrillator training approved under Section 779.002, Health and Safety Code.
Effective immediately.

SB 1309 - Relating to eligibility requirements for issuance of a teaching certificate to an applicant who holds a Junior Reserve Officer Training Corps instructor teaching certification.
Summary:
SECTION 1: The board shall establish a standard Junior Reserve Officer Training Corps teaching certificate to provide Junior Reserve Officer Training Corps instruction. To be eligible for a certificate under this section, a person must:
  (1) hold a bachelor's degree from an institution of higher education that is, and at the time the person received the degree was, accredited or otherwise approved by an accrediting organization recognized by the Texas Higher Education Coordinating Board;
  (2) satisfy the eligibility and testing requirements for certification as a Junior Reserve Officer Training Corps instructor established by the branch of service in which the person served; and
  (3) complete an approved educator preparation program.
The board shall propose rules to:
  (1) approve educator preparation programs to prepare a person as a teacher for certification under this section; and
  (2) establish requirements under which:
     (A) a person's training and experience acquired during the person's military service serves as proof of the person's demonstration of subject matter knowledge if that training and experience is verified by the branch of service in which the person served; and
     (B) a person's employment by a school district as a Junior Reserve Officer Training Corps instructor before the person was enrolled in an educator preparation program or while the person is enrolled in an educator preparation program is applied to satisfy any student teaching, internship, or field-based experience program requirement.

A person is not required to hold a certificate established under this section to be employed by a school district as a Junior Reserve Officer Training Corps instructor.

SECTION 2. For purposes of satisfying eligibility requirements for certification as a principal, a teacher who is certified under Section 21.0487:
  (1) is considered to hold a classroom teaching certificate; and
  (2) may apply as creditable years of teaching experience as a classroom teacher any period during which the teacher was employed by a school district as a Junior Reserve Officer Training Corps instructor before or after the teacher was certified under Section 21.0487.
